Objective

Correct EM-0027's stale completion status and update the editorial queue after Cases 001 and 002

became live. Record the owner's decision to wait for at least four independently reviewed live

cases before broad promotion while keeping the already-public site truthfully described as live.

Implementation

1. Replace EM-0027's pending-review wording with exact accepted PR, CI, merge, tree, parent, and

disposition evidence.

2. Update the historical roadmap so Cases 001 and 002 read as shipped while Cases 003 and 004 read

only as independently gated research tracks.

3. Define broad launch as promotion and outreach, not initial public availability, and require at

least four independently reviewed provider-verified live cases before that owner decision.

4. Update the preliminary synthesis status without changing any source packet or HOLD result.

5. Run full deterministic validation, record receipts, and stop for independent exact-head review.

Boundaries

No research source, dossier, manifest, catalog, code, test, schema, policy, workflow, deployment,

DNS, package, provider, credential, account, spend, or publicity state changes under EM-0031. The

current public site remains live and unchanged.
