# How We Know library: preliminary source readiness

Status: **preliminary source mapping; not a dossier, verdict, or admission record**

Task: EM-0027

This directory keeps three candidate packets separate:

- [GPT-4 and the “90th-percentile bar exam” comparison](gpt-4-bar-exam-percentile.md)
  — **HOLD** because the at-launch percentile source, interpolation, and comparison population
  are unresolved;
- [Mehrabian and the circulated 7–38–55 communication rule](mehrabian-7-38-55.md)
  — **HOLD** because lawful stable primary access, the `7%` derivation, and edition/material
  closure are unresolved; and
- [whether fact-checks are effective](fact-check-effectiveness.md)
  — **HOLD**, with immediate accuracy, persistence, durability, and observed behavior kept as
  distinct estimands.

Each packet records source identity, credential-free access, licensing or quotation treatment,
claim scope, likely dependence structure, counterevidence seeds, unresolved artifacts, and a
bounded cost estimate. A **go**, **hold**, or **fail** here means only whether a later research
contract has a plausible source path. It is not a scientific conclusion.

The source scouts used public credential-free reads and retained inaccessible or conflicting
editions as gaps. Model-generated strategy notes received no evidentiary credit.

## Reading rule

Each source register distinguishes:

1. verified source identity, inspected edition, access, and license facts;
2. reported propositions and numbers;
3. lineage or dependence;
4. unverified leads, negative searches, and unresolved artifacts;
5. planning estimates for a later bounded research contract; and
6. a provisional readiness disposition.

Counts in one packet must never be added to, compared as evidence with, or used to corroborate
another packet. Multiple URLs, editions, repositories, replies, or analyses may still share one
data or experimental root.

All three dispositions are **HOLD**. That means only that source mapping found a plausible but
incomplete research path. No Case 002 selection, scientific conclusion, dossier construction,
catalog admission, feature decision, or publication is represented here.
